Principals & Senior Staff
Jeff Rainey
President, CEO
Seeing a need for high quality custom remodeling, Jeff founded Home Equity Builders
in 1989. He named his company after his daughter, Heather, whom he had nicknamed
HEB. Jeff's responsibilities range from marketing and management to achieving the
goals and objectives for which the company is known.
Jeff has earned the Certified Remodeler designation by the National Association
of the Remodeling Industry (NARI). This certification program is the association’s
method of recognizing those individual contractors who have met specific criteria
of experience, commitment to the ethical conduct and professionalism. Certification
provides special recognition to those who, by fulfilling the prescribed requirements
of performance and conduct, have demonstrated a high level of competency and ethical
standards in the remodeling industry.
Additionally, Jeff has received a NARI Presidents Award in 2005, the Southern Living
Magazine Chrysalis Award for the Virginia Remodeler of the Year in 2004, and the
NARI Image Award in 1998.
Throughout Jeff's career, quality craftsmanship has been his primary objective,
hiring only the finest personnel available and subcontracting only to the few who
understand the importance of a well managed project and high quality work. According
to Jeff, HEB only works with people who respect the needs of a clean work site that
is safe and organized. All staff members have been trained to handle situations
so that we may exceed clients’ expectations through quality craftsmanship.
Jeff remains committed to developing and sustaining programs that expand and unite
the remodeling industry, encouraging ethical conduct, sound business practices,
and enhancing the level of professionalism within the remodeling industry.

Patrick Mullen
Superintendent
Pat is a fourth generation carpenter, having worked in the field for over 30 years.
Pat grew up in Pittsburgh, Pennsylvania with his family (he is one of seven children).
He has vivid memories of playing with his father's carpentry tools and always wanting
to follow his father’s line of work.
Pat apprenticed under numerous master carpenters from a very early age, learning
the art of cabinetry making. He also continued to take numerous classes in various
types of carpentry.
After working in Pennsylvania for twelve years, Pat moved to the Northern Virginia
area in 1986 where he built decks, custom kitchen cabinetry, custom mouldings, and
additions.
His talents cover the spectrum of remodeling tasks ranging from concrete work, tile
work, and deck design. But Pat's greatest asset has been his artistic talent in
custom cabinetry. Pat can build anything you want. His craftsmanship is unmatched
in the Northern Virginia area. We are fortunate and proud to have had Pat as part
of the Home Equity Builders family since 1991.
In 2002, Pat was awarded the NARI Certified Lead Carpenter Award.
Donna West
Senior Designer
Donna came to Home Equity Builders in October 2009 enabling
her the ability to have more client interaction and involvement in all aspects of
her design and remodeling projects. Donna has 19 years experience in the design
field.
Her interest in Interior Design began in junior high school in Emmaus PA. After
seeing several of Donna?s projects her art teacher suggested she look into fields
where color placement and integration were key. Donna tested the waters for her
upcoming career with a successful remodel of her parents' home. She was 14.
Upon high school graduation Donna traveled to Atlanta Georgia where she earned her
Associates of Art degree in Interior Design from Bauder College. She then came to
Northern Virginia for interior design work in 1997.
In 2004 Donna changed the focus of her career to kitchen design. She took many courses
in kitchen design and landed a designer position with another firm in northern Virginia.
Donna has two daughters. When she has any spare time she enjoys craft projects singing
and of course watching design shows.
